History: St. Leonard's House, Windsor, pioneered the
adult male Canadian halfway house movement in the early 1960's. The House at 491
Victoria Avenue was opened by Rev. Neil Libby on May 8th., 1962. The Federal
inmate is St. Leonard's primary target group, but the House also offers a
structured program for Provincial parolees as well as voluntary clients. A
community House, St. Leonard's House is funded by the United Way, and is
operated by a volunteer Board of private citizens. A representative of the
Windsor Police Force is on the Board.
Description: In 1982 St. Leonard' s built a brand new
21-bed facility on the original site, designed specifically for the purpose of a
halfway house. Located in downtown Windsor, the House is directly across from
the Y.M.C.A., which provides free membership to House residents. The area
provides easy access to all public transportation facilities, and is within
walking distance of the waterfront, the public Library, the CSC Parole office,
etc. St. Leonard's House Windsor has five (5) double rooms and can accommodate
inmates on passes.
Residents Accepted: Adult males who are motivated to
change and to seek employment, and who need Community support. The specialized
programs offered through Life Line also allow us to offer support to those
serving long-term sentences.
Exclusions: Dangerous sex offenders, child molesters,
and those with severe psychiatric problems.
Admission Procedure: Submit an application. An
institutional interview will follow. The St. Leonard's House Admissions
Committee will assess all applications and accumulated information, and makes a
decision.
Staff: The staff complement includes a Director, Case
Worker, Afternoon and Night Supervisory staff, Part-time Cook, Office Manager
and Bookkeeper.
Program: Employment and substance abuse are the
primary in-house programs at St. Leonard's House. The House has a close working
relationship with Brentwood, A.A. and N. A. St. Leonard's House, Windsor
developed the Life Line Project, an innovative release program for lifers. See
