History: St. Leonard's House, Windsor, pioneered the
Life Line Program, dedicated and designed specifically for Lifers. This program
started in 1993 as a five bed pilot program and has now advanced to nine (9) bed
program that is housed within the existing St. Leonard’s House at 491 Victoria
Avenue. Life Line is operated under the direction of the St. Leonard’s House
volunteer Board of private citizens.
Description: In 1982 St. Leonard' s built a brand new
21-bed facility on the original site, designed specifically for the purpose of a
halfway house. Located in downtown Windsor, the House is directly across from
the Y.M.C.A., which provides free membership to Life Line residents. The area
provides easy access to all public transportation facilities, and Is within
walking distance of the waterfront, the Public Library, the CSC Parole office,
etc. St. Leonard's Life Line has five (5) single rooms and is in the process of
renovations which will see the addition of four (4) apartment style units and
can accommodate inmates on passes.
Residents Accepted: Adult males sentenced to terms of
life imprisonment who are motivated to change and to seek employment, and who
need Community support.
Exclusions: Violent sex offenders.
Admission Procedure: Submit a request for interview
form to the Program Coordinator. An institution interview will follow during
which an application form will be completed. As well on-going interviews over
the course of incarceration will be held as needed until release is eminent.
Lifers are encouraged to contact Life Line as early in their sentence as
possible. The Life Line Community Advisory Committee will assess all
applications and accumulate information, and makes a decision.
Staff: The staff complement includes a Director, Life
Line Program Coordinator, Case Worker, Afternoon and Night Supervisory staff,
Part-time Cook, and Office Manager and Bookkeeper.
Program: Each individual will develop, in
co-ordination with the Life Line Program Coordinator the Caseworker, and the
Parole Supervisor, an Individual Plan of care specifically designed to address
their individual needs. Program components can include Anger management,
Relationship and parenting, Communication Skills, Living Skills, Peer Support,
Volunteer Activities, Substance Abuse and relapse prevention, Employment and Job
search Skills, A.A., N.A. as well as Psychological Counselling.
