History: JF Norwood House was originally named Apartment 301 and opened in 2002 by The Elizabeth Fry Society of Ottawa. In May 2003, Apartment 301 was renamed JF Norwood House in honor and memory of Jill-Frances Norwood, a beloved staff member of EFS, who passed away suddenly in April 2003.

Description: JF Norwood House (JFNH) is part Community Residential Facility (CRF) part community residence. We house women coming from Federal and Provincial institutions in a CRF capacity, as well as clients from the Mobile Crisis Unit who are in Mental Health Crisis (temporary short term stay) clients from Drug Treatment Court and clients who are criminalized or at risk of criminalization who are homeless where bed space permits.

 Residents Accepted: The House serves as a residence for adult women who are serving their sentences under the terms and conditions of Day Parole, Full Parole or Statutory Release imposed by the National Parole Board. The residence also serves women on Bail, Provincial Parole , Temporary Absence Pass (TAP), and Conditional Sentence .

Exclusions: Generally the Elizabeth Fry Society does not restrict admission unless the needs of the client are greater than those offered.

Admission Procedure: Initial contact through correspondence or phone from the applicant and/or referral through other EFS programs, community agencies or provincial or federal correctional institutions, as well as self referrals. This is followed by completion of a JF Norwood House application form and an in depth review by a JF Norwood House staff member. Upon completion of the interview, residential staff provides information to the JF Norwood house Admissions committee, which makes the final decision regarding acceptance. The applicant is notified in writing

Program: The purpose of the Residential Program as a CRF is to assist residents in making the transition between incarceration and the community, provide safe and supportive transitional housing, and provide activities to foster on-going support and growth.  We offer programs and services aimed at personal growth and reintegration. We aim to create and sustain a healing environment which empowers and motivates women to reflect and recognize their strengths in order to make a successful reintegration into the community. We work in partnership and collaboration with other community agencies who assist us to address clients’ needs. We offer programming which includes but is not limited to the following: education/training, employment, health/nutrition, substance abuse, fraud/shoplifting intervention, survivor issues, anger issues, relapse prevention (substance abuse), trauma counselling, relationship counselling,  housing assistance, and budgeting/financial counselling.
